Can you legally buy a bomb?
Under federal explosives law, it is illegal to manufacture, store, distribute, receive or transport explosive materials without a federal explosives license or permit (FEL/FEP).
Bomb means any chemical or mixture of chemicals contained in such a manner that it can be made to explode with fire or force, and combined with the method or mechanism intended to cause its explosion.
Explosives must contain a fuel and an oxidizer, which provides the oxygen needed to sustain the reaction. A common example is ANFo, a mixture of ammonium nitrate, which acts as the oxidizer, and fuel oil (the fuel source).
Where Is Tannerite Legal? In general, this is a compound that is legal and just about every state in the country. So far, the only states that have regulated this compound are Maryland and California.

The sheriff's office said Tannerite is a legal exploding target made up of a chemical compound that, when shot by a higher-power rifle, will explode.

It's illegal under 18 USC 831 to possess "nuclear material" without specific authorization. 18 USC 832 forbids the possession of a "radiological weapon". If there is intent to use the device to cause death, serious bodily injury, or damage to property or the environment, that's also a violation of 18 USC 2332i.
Nitroglycerine, discovered in 1846, still remains the most powerful explosive in practical use. Many useful advances have been and are being made, but new explosives are merely new mixtures of old materials, given fancy names.

Azidoazide azide is the most explosive chemical compound ever created. It is part of a class of chemicals known as high-nitrogen energetic materials, and it gets its "bang" from the 14 nitrogen atoms that compose it in a loosely bound state. This material is both highly reactive and highly explosive.
Can a felon own Tannerite?
For certain prohibited persons, it's illegal to possess explosive materials, including the individual components that make Tannerite. Prohibited persons include any person who: Is under indictment or has been convicted of a crime punishable by imprisonment for more than 1 year. Is a fugitive from justice.
Tannerite brand targets explode when shot by a high-velocity bullet. Low-velocity bullets and shotgun ammunition will not initiate a reaction.

Federal Explosives Statutes -- 18 U.S.C. §841 - 848. The Federal explosives statutes in Chapter 40 of Title 18 establish both regulatory controls and criminal sanctions. The regulatory provisions establish Federal controls over interstate or foreign commerce in explosives.
Cluster bombs have been banned by over 100 countries due to the significant risk they pose to civilian populations. These munitions release smaller bomblets that have a high failure rate, leaving unexploded remnants that can remain dangerous for years and detonate unpredictably, BBC News cited.
The military use of the term "bomb", or more specifically aerial bomb action, typically refers to airdropped, unpowered explosive weapons most commonly used by air forces and naval aviation. Other military explosive weapons not classified as "bombs" include shells, depth charges (used in water), or land mines.
Dynamite is usually sold in the form of cardboard cylinders about 200 mm (8 in) long and about 32 mm (11⁄4 in) in diameter, with a weight of about 190 grams (1⁄2 troy pound). A stick of dynamite thus produced contains roughly 1 MJ (megajoule) of energy.
